The Metro

Even though big parts has been shut down, the metro is still up and very operational. They're used to transport rebels and goverment soldiers around in the more important parts of the NY, but also civiles uses this day out and day in, trying to live a normal life. At the mornings and afternoons, the stations is filled with working people, that tries to make enough to survive one more day. Unfortunately, it's also a favoured game trail for several monsters that lives in the sewer systems down below.
